Supporting the Platform for African-European Partnership on Agricultural Research (PAEPARD), phase IIContext and ObjectivesOverall objective: to build joint African-European multi-stakeholder partnerships in agricultural research for development contributing to achieving the MDGs. Specific objective: Enhanced, more equitable, more demand-driven and mutually beneficial collaboration of Africa and Europe on agricultural research for development with the aim of attaining the MDGs. PAEPARD II aims to move from the currently largely supply-driven approach in ARD towards a demand-driven approach. The project has promoted this through the mobilization of stakeholder groups in Europe and Africa, improving the communication between these, and supporting the development of multistakeholder African-European partnerships which are rooted in research needs identified by farmer associations and groups. PAEPARD II is also strengthening the capacity of innovation “brokers” and facilitators, as well as advocating for policies and financing instruments which support and encourage effective ARD partnerships. The main beneficiaries of the project are European and African ARD stakeholders, who are becoming better organized, coordinated and capable to successfully participate in European and other research programmes because of more appropriate mechanisms and partnerships. In this way, PAEPARD supports the agenda of EFARD and the broader GCARD process.
PartnersPAEPARD II is led by FARA, co-coordinated by AGRINATURA (the European research/education network), and implemented in partnership with PAFFO (Pan African Association of Farmer Organizations and its constituent SRFOs: EAFF, ROPPA, PROPAC and SACAU); RUFORUM (The Regional Universities Forum for Capacity Building in Agriculture); FANRPAN (African Policy Analysis Network); 3 of AGRINATURA’s constituent organisations - CIRAD, IAO and NRI; COLEACP (Europe-Africa-Caribbean-Pacific Liaison Committee for the promotion of ACP horticultural exports); CSA (European CSO network); and ICRA (as well as other associate partners in Africa and Europe) ICRA's roleICRA’s principal role in PAEPARD is as co-manager, with RUFORUM, of the capacity strengthening component of PAEPARD. Activities under this component have included: Within PAEPARD ICRA is also providing support to the EFARD secretariat, one of the activities of PAEPARD to mobilise European stakeholders for joint ARD with African research and non-research stakeholders. Finally, and in collaboration with KIT and CSA as well as other partners, ICRA is assisting in the synthesis of 14 case studies of ARD partnerships in Africa, to derive lessons learned and good practice in ARD partnerships.
